What is the Vilamoura Solar Community?

The Comunidade Solar de Vilamoura (CSV) is a renewable energy-sharing community promoted by Vilamoura World.

The CSV is developed under Decree-Law 15/2022, constituting a Autoconsumo Coletivo (ACC) initiative that can integrate multiple photovoltaic energy production units and allow access to multiple members, whether they are produtores-consumidores or just consumidores.

The CSV has the ability to:
a) Produce, consume, store, buy, and sell renewable energy with its members or third parties;
b) Share and trade renewable energy among its members, produced by a Unidade de Produção de Autoconsumo (UPAC) at its service, in compliance with other applicable requirements, without affecting the members’ rights and obligations as consumidores;
c) Access all energy markets, including system services, either directly or through aggregation.

The CSV is managed by LUZSIMPES, the Entidade Gestora de Autoconsumo Coletivo (EGAC).

In summary, members joining as consumidores can benefit from the shared energy produced by each UPAC, reducing their electricity bill and enjoying other services implemented by the community at more advantageous prices, promoting local environmental, economic, and social benefits.

A Autoconsumidor Produtor with an Autoconsumo Individual (ACI) who joins the Comunidade Solar de Vilamoura can increase their income by selling surplus energy to the EGAC at a price higher than the wholesale market rate. Additionally, integrating as a Autoconsumidor Produtor within the CSV allows for reduced public grid electricity consumption by replacing it with locally produced renewable electricity from other UPACs in the community.

The membership of Consumidores and Autoconsumidores Produtores in the Comunidade Solar de Vilamoura is formalised through a membership contract with the EGAC. In the future, an online platform will be made available for online registration and customer account access.

There are no costs associated with joining the Comunidade Solar de Vilamoura.

No, membership for Consumidores or Autoconsumidores Produtores does not require any commitment period.

 

 

No. Owning a UPAC is not a mandatory requirement to join the Comunidade Solar de Vilamoura. Membership can be formalised solely as a consumidor.

 

Yes, subject to technical analysis and a commercial proposal from the EGAC.

 

 

Yes, subject to the terms and conditions outlined in the contract for the installation of the UPAC.

Yes. You can opt to leave the Vilamoura Solar Community by requesting the removal of the UPAC installed by the EGAC, upon paying the removal cost to the EGAC as stipulated in the adhesion contract.
Yes. By joining the Vilamoura Solar Community, you can integrate your UPAC, becoming a Producer-Self-Consumer. The Producer-Self-Consumer ensures the right to access the energy produced by its UPAC at no additional cost, allowing the sale of any surplus to the EGAC and access to the renewable energy from the community during periods when consumption exceeds the production capacity of your UPAC. As a Producer-Self-Consumer, the member benefits from an increased discount on access to the renewable energy provided by the community (see question 14). In this case, the EGAC assumes no responsibility for the maintenance or repair of the member’s UPAC.

The EGAC can exclude a member (Consumidor or Autoconsumidor Produtor) if they fail to comply with the obligations outlined in the Internal Regulations of the Comunidade Solar de Vilamoura, particularly for non-payment of amounts due to the EGAC.

The EGAC issues each member a monthly invoice for self-consumed electricity based on information provided by the distribution network operator, E-Redes.

The invoice includes the kilowatt-hours (kWh) derived from ACC self-consumption and the corresponding electricity tariff applied to the member within the CSV. The community electricity tariff includes the energy sale price and network access costs. Members must pay the EGAC all costs associated with the management functions of the Comunidade Solar de Vilamoura.

For Autoconsumidores Produtores who already have a UPAC installed, in addition to the billing for the energy consumed from the community, deductions will be made for the surplus energy purchased by the EGAC from their UPAC.

Under Decree-Law No. 15/2022, of January 14, all rights and duties arising from the electric energy production activity are applicable to the EGAC as the manager of the Vilamoura Solar Community and not to its members.
